《港澳居民來往內地通行證(非中國籍)》受理須知
《港澳居民來往內地通行證(非中國籍)》(以下簡稱“通行證”)有效期為5年,持證人可在證件有效期內多次來往內地,每次停留期限不超過90天。持證人在口岸履行指紋採集等手續後,可使用快捷通道通關,持用通行證入境時無需填寫外國人入境卡。
一、申請對象
(一)非中國籍港澳永久性居民,因投資、探親、旅遊、商務、研討、交流等短期入境事由來往內地,可以申請辦理通行證。
(二)通行證有效期不足六個月或者已過期、損毀、遺失、持證人身份信息變更、電子芯片失效的,可申請換、補發新證。
二、申请方式
(一)登錄澳門中國旅行社股份有限公司官網:www.cts.com.mo,在“Non-Chinese”菜單或“辦證預約”功能表項目下選取《港澳居民來往內地通行證(非中國籍)》網上預約服務,網上填寫申請表。申請資料經核驗通過後,根據電郵通知前往預約網站選擇時間,完成網上預約手續。
(二)申請人按照預約時間,本人前往證件業務中心遞交申請材料。18周歲以下的申請人須由其合法監護人陪同辦理,並提交關係證明文件(法定有效的出生證明文件或監護文件如用非中文或英文版本的,應當提交中文或英文翻譯件)和監護人身份證明文件。
(三)提交的證件及相關文件須為原件,同時提供複印件一份,如複印的材料超過一頁的,請以A4紙雙面複印。
三、申請材料
(一)《港澳居民來往內地通行證(非中國籍)申請表》。請在網上預約時完整準確填寫申請數據,在現場受理時由工作人員打印,申請人核對無誤後,在申請表上簽名(與所持護照簽名一致),作為正式申請表。
(二)符合“出入境證件相片照相指引”要求的、申請人近半年內拍攝的白底彩色相两張及該相片的《港澳居民來往內地通行證數字相片採集回執》。
(三)有效的澳門永久性居民身份證。
(四)有效普通護照(中國政府不承認的證件除外),證件有效期不少於6個月。
(五)《個人資料證明書》(澳門身份證明局簽發包含國籍信息),且文件簽發時間應當在申請之日前6個月內。
(六)18周歲以下的申請人須由其合法監護人陪同辦理,並提交關係證明文件(法定有效的出生證明文件或監護文件,如用非中文或英文版本的,應當提交中文或英文翻譯件)和監護人身份證明文件。
(七)通行證有效期不足6個月或者已過期、損毀、持證人身份信息變更、電子芯片失效申請換、補發新證的,須在申請時提交原通行證。
(八)對因通行證遺失、被盜申請補發的,需在申請表上簽署遺失聲明。
(九)申請人因姓名、性別、出生日期、國籍、永久性居民身份證號碼等身份信息變更,提交變更信息後的澳門永久性居民身份證、護照以及法定部門簽發的證明文件。
(十)審批部門認為確有必要的補充材料。
四、辦證時限
(一)通行證受理、審批、簽發時限為20個工作日,因審批核實延誤、申請不獲批准以及不可抗力等原因實際取證日期有可能遲於預定日期,我司不作賠償及承擔責任。
(二)工作日不含星期六、星期日、內地和澳門公眾假期。
五、收費標準
首次申辦收費為港幣260元或澳門幣268.2元。
六、領取證件
(一)申請人於《受理回執》注明的預定取證日期或以後,本人到領證窗口取證,未滿18周歲的申請人,可以由法定監護人代為領取。取證時,須提交《受理回執》及以下材料:
1.換發證件的交回原通行證註銷。
2.首次申請、遺失補發或受理時已註銷原通行證的,申請人應提交澳門永久性居民身份證。
(二)申請換發後遺失原通行證不能交回註銷的,申請人須親自到原提交申請的證件業務中心填寫《港澳居民來往內地通行證(非中國籍)遺失聲明》,提交澳門身份證原件及複印件一份,辦理報失補發手續,待審批部門對原通行證進行作廢處理後按指定日期領取新證;取證時提交《受理回執》和申請人的澳門身份證在領證窗口取證。
(三)遺失《受理回執》,申請人必須親自到證件業務中心辦理報失回執手續,並繳付港幣30元服務費。手續完成後,憑補發的收據及上面所述的相關證件在領證窗口取證。
(四)申請人自取證之日起超過12個月未領取通行證的,視為自動放棄領取證件,由受理機構登記後寄送審批機構予以註銷。
七、其他事項
(一)通行證持證人本人護照號碼、聯繫方式、緊急連絡人等信息發生變更的,應當在30日內向通行證受理機構申報(可登錄澳門中國旅行社股份有限公司官網:www.cts.com.mo進行申報)。
(二)通行證持證人喪失非中國籍澳門永久性居民身份,或者存在弄虛作假行為等情形的,主管部門將依法註銷或者宣佈作廢所持通行證。

Instructions for applying “Mainland Travel Permit for Hong Kong and Macao Permanent Residents (Non-Chinese Citizens)”
The Mainland Travel Permit for Hong Kong and Macao Permanent Residents (Non-Chinese Citizens) (hereinafter referred to as the "Permit") is valid for 5 years and the holder can make multiple journeys to and from the mainland during the period of validity, with each stay not exceeding 90 days. Permit holders can go through E-channels after completing fingerprint collection procedures at ports, in addition, Permit holders are not required to fill in the Arrival Card when entering Mainland China with the Permit.
I. Applicants
(a) Permanent residents in the Hong Kong Special Administrative Region and the Macao Special Administrative Region who are non-Chinese citizens (hereinafter referred to as non-Chinese Hong Kong and Macao permanent residents) and who wish to travel to the mainland of China for short-term purposes such as investment, visiting relatives, tourism, business, seminars, and exchanges may apply for the Permit.
(b) If the validity period of the Permit is less than 6 months or it has expired, damaged or lost, or the identity information of the holder is changed or the electronic chip is invalid, the holder may apply for renewal or replacement of the Permit.
II. Application Process
(a) Log in to the official website of China Travel Service (Macao) Limited at www.cts.com.mo, select "Online Appointment Service for Mainland Travel Permit for Hong Kong and Macao Permanent Residents (Non-Chinese Citizens)" under the "Non-Chinese" menu or "Appointment" item and fill in the application form online. After receiving the approval email, log in to the booking website to schedule an appointment to complete the online booking procedure.
(b) Applicants should go to the Document Service Center in person to submit the application materials according to the scheduled time. Applicants under 18 years old should be accompanied by their legal guardians and submit proof of relationship (valid legal birth certificates or guardianship documents, if the documents are not in Chinese or English applicants should submit documents translated in Chinese or English) and proof of identity of the guardian.
(c) The submitted documents should be originals, and one copy should be provided at the same time. If the copied material is more than one page, please copy it on both sides of A4 paper.
III. Application Materials
(a) Application Form for Mainland Travel Permit for Hong Kong and Macao Permanent Residents (Non-Chinese Citizens) Please fill in the application information completely and accurately during the online booking, and the staff will print it out during the on-site processing. After checking that it is correct, the applicant will sign the application form (with the same signature as that on his/her passport), and it will be regarded as the official application form.
(b) Two colored photographs with white background taken within the past six months of the applicant that meet the requirements of the Guidelines for Taking Photos of Exit-Entry Permits and the Receipt for Collecting Digital Photos of Mainland Travel Permit for Hong Kong and Macao Permanent Residents.
(c) Valid Macao SAR Permanent Resident Identity Card.
(d) Valid ordinary passport (excluding passports not recognized by the government of China), with a validity period of no less than 6 months.
(e) Certificate of Identification issued by the Macao Identification Services Bureau which contains information of nationality. The certificate must be issued within 6 months prior to the date of application.
(f) Applicants under 18 years old should be accompanied by their legal guardians and submit proof of relationship (valid legal birth certificates or guardianship documents, if the documents are not in Chinese or English applicants should submit documents translated in Chinese or English) and proof of identity of the guardian.
(g) If the validity period of the Permit is less than 6 months or it has expired, been damaged or lost, or the identity information of the holder is changed or the electronic chip is invalid, the original Permit must be submitted when applying for a replacement or renewal.
(h) To apply for replacement due to lost or stolen, the applicant shall sign a statement of loss.
(i) If the applicant's name, gender, date of birth, nationality, number of the permanent identity card or any other personal particulars changes, the applicant should submit the Macao Permanent Resident Identity Card, passport and proof documents issued by legal authorities.
(j) Supplementary materials considered necessary by the approving department.
IV. Issue Period
(a) The period for acceptance, approval and issuance of the permit is 20 working days. CTS will not compensate or take responsibility for any delay in the actual date of obtaining the permit due to delays in the review and approval of the application, disapproval of the application and other inevitable reasons.
(b) Working days do not include Saturdays, Sundays, and public holidays in Macao and Mainland China.
V. Fees
First-time application fee in Macao SAR is HKD 260 or MOP 268.2.
VI. Document Collecting
(a) Applicants shall collect the Permit in person at the pick-up counter on or after the scheduled date of collection as stated in the receipt of acceptance, or the applicant who is under 18 years old may be collected by his/her legal guardian on behalf of the applicant. For applicants under the age of 18, their legal guardians can collect the Permit on their behalf. When collecting the Permit, applicants must submit the receipt of acceptance and the following materials:
1. If a replacement document is issued, the holder shall return the original Permit for cancellation.
2. In case of first-time application, replacement of lost Permit or cancellation of the original Permit at the time of acceptance, applicants should submit their Macao Permanent Resident Identity Card.
(b) If the original Permit is lost and cannot be returned for cancellation after the application for replacement, applicants should go in person to the Document Service Center where the application was originally submitted to fill in the Statement of Loss of Mainland Travel Permit for Hong Kong and Macao Permanent Residents Entry (Non-Chinese Citizens), submit the original Macao Identity Card and one copy of it, and go through the procedure of replacement of the loss, and then collect the new Permit on a specified date after the original Permit has been invalidated by the authority responsible for approving the application. When collecting the Permit, submit the receipt of acceptance and the applicant's Macao Identity Card to collect the Permit at the pick-up counter.
(c) For loss of the receipt of acceptance, applicants must go in person to the Document Service Center to complete the procedure of reporting the loss of the receipt and pay a service fee of HKD30. After completing the procedures, applicants should present the replacement receipt and the relevant documents mentioned above to collect the Permit at the pick-up counter.
(d) If applicants do not collect their Permits for more than 12 months from the date of collection, they are considered to have automatically given up collecting their Permits, which will be registered by the accepting organization and sent to the approving organization for cancellation.
VII. Others
(a) If the Permit holder's passport number, contact information, emergency contact, etc. have changed, he/she should report the change to the accepting organization within 30 days (the Permit holder can also log in to the official website of China Travel Service (Macao) Limited: www.cts.com.mo to finish the report).
(b) If the holder loses the status of permanent resident of Macao, or if there is any fraudulent behavior, etc., the competent department will cancel or declare the Permit to be invalid in accordance with the law.
